During a move I upgraded to HD but have an R15 that I'd like to connect to the dish, preferably to continue using it (in place of an HD receiver that isn't connected to an HD TV) but at least to be able to finish watching all the recordings on the R15. So I suppose this is a two question post...

We're moving to far west Texas where DTV shows that "local channels" exist (ABC, PBS, and some crap; but not NBC or CBS) so they say the FCC prohibits them from giving us access to NBC or CBS from another city. They say this is based on the zip code where the equipment is installed. I know...
