When grounding to the electrical box, would it be up to code to take a self tapping screw to attach the ground wire to it instead of using a corner clamp or meter clamp?
Threaded means tapped or cut threads with a machine screw tap or a lathe cutting tool. A self tapping screw like a sheet metal screw with tapered threads designed to force or make threads by displacement does not comply. The threads must be cut uniform down the entire length of the cylindrical recess of the hole.
Some screws that cut threads comply, but not the standard sheet metal screw.
