Does anyone know if swept tested for 3 GHz RG6 cable is good for the DishPro? I know the manual says the cable should be rated at 950 to 2150 MHz. What is "swept tested"?

Higher the better.

"Swept tested" is a term used to indicate the cable can perform properly at the stated frequencies. It has to do with using a signal generator and spectrum analyzer, or equivalent testing equipment, to ensure the cable will git-r-done.

For RG-6, it's common to only quote the highest number - lower frequncies will work the same or better.
