Cannot find shaw satellite unless I force 22khz

I have had trouble on a couple different shaw installs, using 60e dish and lnb. I have not been able to locate 111 without forcing a 22khz tone. I force this with either my satellite finder (First Strike FS1) or through the receivers hidden menu, on the older models(dsr 205, 505) I press option 6-7-7-8 --> "manual tune" and turn on 22khz. Once I do this I can find the satellite and get a strong signal. Then I call shaw and they activate the receiver, a picture is received. Now if i go back and turn 22khz off the signal is back down to 15 and no picture, this also happens if the receiver is turned off and then back on. I have verified with shaw that the v-codes are correct and they have tried a few other things. They always end up insisting the dish isnt pointed correctly, once the signal drops back down. With the newer models(dsr 605) it doesn't matter if I turn 22khz on or not through the hidden menu (option 4-9-8-8), it still don't get a signal. However if I connect my FS1 inline (between receiver and lnb), and turn on 22khz in the FS1, I get signal. It quite puzzling to me and shaw always comes to the conclusion that the dish is not pointed correctly. Once they see your receiver is offline they refuse to work with you. I shouldnt have to go into a menu and turn on 22khz in order to watch programming, nor should I have to keep an FS1 inline. Has anyone exprienced this or have some insight as to what would cause this?
