All 3 will yield similar reception. The geometry is a lot more important than the material in this case.
Copper is the most conductive, but aluminum has a better strength to weight ratio. Not much to recommend steel. Is this antenna going on the roof, in the attic or somewhere indoors? If it is outdoors, you need to factor in wind strength and would probably want to make it out of aluminum tubing. A larger diameter wire/tube also has the advantage of a wider bandwidth for tuning the antenna.
I've used copper and aluminum wire, brazing rods, recycled TV antenna elements, and all have performed as expected. I made a some using 3/4 inch aluminum strap from menards.

I'd go with aluminum tubing. Just make sure your connections are tight and will withstand strong, gusty winds. You don't want it falling apart on you in a storm.
