Take Australia for example, one must get authorization from Optus for landing rights into the Country that will compete with the existing consortium. Intelsat back in the days made agreements with Countries for this Landing rights purpose. Comsat was their US based consortium. It all would depend on the acceptance Country and its Regulatory Laws...
