Local ABC SD affiliate/ pixelation/video link included

This has been happening on and off with my local ABC affiliate. SD WTVQ . I can be watching this channel and this happens. Something has also been going on with the pic quality of this channel. It never has been as good (if you will) as the national SD channels and or my other local channels. (not that they're the best). One day, this channel is unusually good quality, the next day its blurry. And of course I took this vid today and put it on youtube. Any ideas? The signal strength is in the low 90s on this transponder. This doesn't happen on any other channel (that I've noticed). Here's link to vid
