Rtpi quality issue

I have being having a bit of an issue on a motorized winegard 76cm dish.
Now i get 60% quality on 12169H (rtpi) with this setup but around 6pm EST the quality drop 30%-32 now if have sg2100 nudge the dish i will get 45-47 quality strange thing is if move dish back to original location the next morning it will stay at 60% quality level t'ill around either 6,8,9 pm EST.
Now before say it's wind i was on the roof and checked everyone twice over and all is well with setup nothing shaking or loose.
It only last aboout 1-2 hour to at time.

wobble of the satellite in orbit....

Its not always 100% in sync with earth, so the signal may go down sometimes.
