Temporary Joey

This summer I'll have 2 extra viewers at home. Does Dish allow you to add a Joey then drop it off after a couple of months without penalty?

Should be the same as receiver so yes. You would probably have to buy the Joey(s) if you were going to activate/deactivate.

I think you can drop it but you will be paying $99 for the extra Joey unless you have an extra one and that $99 probably won't be refundable. Just my thoughts but someone may know more than me

If you own the Joey then you should be able to do it without issue.
