Trouble getting PBS HD in Portland, OR

I am using the Dish 811 receiver in Portland, OR and as of late, every time I try to tune into PBS HD using my OTA, the following happens, all by itself:

1. Onscreen display at the top of the screen appears but the picture stays black
2. Signal strength tops out at about 75%
3. Onscreen display disappears, screen still black
4. Receiver shuts itself off
5. Receiver goes through its excrutiating 'acquiring satellite signal' song & dance
6. Receiver goes through its excrutiating download of the program guide
7. Picture reappears on the channel previously tuned before the fateful attempt at switching to PBS HD.

I am having no trouble whatsoever with other HD locals. Is it just me? Could this be an OTA aiming problem?
