Is there a site for dish that will tell you when a satellite is having problems or down for maintenance?

Well, I don't know what you mean by Maint. as I am not sure what maint they do on them in space from earth.

As for problems with the sat signal, you can most likely just check here as someone will probably have already posted it.

Maintenance from earth is possible. Calibration of transponders is possible and that is
maintenance. Configuration is possible and that is maintenance. Replace a module? Not physically.
