I don't have footprint maps, not sure how wide the Alaks beam will be, and whether or not it will be receiveable in TX. My guess is that those data transponders are on AMC 4 or 8
this said, it could very well be that those are tests in preparation for using SES-22 once it gets there.
A quick test would be to check with an SDR if there's a beacon at 4197.5 MHz
