$5 HD Promotion Credit

I just noticed that on my last two statements from Dish, since I signed up for VOOM, they've been giving me a $5 HD Promotion credit, along with the $5 VOOM Original charge. Effectively, I'm getting VOOM for $0.

Is this normal? If so, is it for X number of months?

No, I'm starting my 3rd year with E*, HD Pack from the start, VOOM since early December. But then, I never did get the HD Pack discount when I signed up either.
