Well of course the whole transition to 3.0 is not for the consumers. It is all about money. As cable continues to bleed customers and their broadcast fees take a dive, they want another revenue stream to take its place. They've already found out that they can compress the crap out of channels on 1.0 and people will still watch it. I believe they'll compress the crap out of 3.0 broadcasts if it means plenty of bandwidth for their valuable data streams. When it comes to the broadcasters and the FCC, money talks. If they're going to take this path with encryption, lack of quality tuners, and prioritizing data over quality TV, they might as well just sell off the rest of the spectrum to the cell phone companies.
 
This was bound to happen. No mandate, encryption/DRM, it's killing off OTA. The FCC would have to step in and do something soon, or, like TNGuy84 said, they might as well throw in the towel and sell off the rest of the spectrum.

Sad.
