BSC621-2 ,di- electric plate ?

i will soon be getting around to setting up my 6ft dish and BSC621-2 ,im wondering if i need the di-electric plate?can some one explane in detail for me what it does and if i really need it? please i need a little understanding.

The Dialetic plate is used for C-Band circular satellites. There are some satellites over the Atlantic that are C-Band circular polarity and need that inserted

None of the C-Band satellites from 58-148 need it
