channel 998

The channel 998 it is being used to let people know if their account will need an upgrade or something ?

Most people is not getting channel 998 from the ones I asked.

I got my new smart cards two weeks ago and I never seen a channel 998.

that channel just showed up on ours saterday,should i take that to mean then that anyday now, i will be receiving a new smart card for my 722?
