Does anybody know what criteria Dish uses to decide whether it broadcasts a channel (such as NASA) in the clear? For example if NASA is free, why not Pentagon or HHS as well? Why not broadcast the HD Demo channel ITC?

They usually are, you used be to able to view them on non-active receivers, Dish changed that several years ago.
