Hopper 3 stuck in loop

Is there any way to fix a hopper 3 when it's stuck on starting up 9999 loop?
Any way to reset the box by using the buttons on the receiver?

I know this is a cliche, but have you unplugged it and then plugged it back in after a minute?

And after you do the power cord reset, and assuming that doesn't work, unplug any EHDs you might have (as a test to see if it can finish booting).
