How's local channels fed into Dish?

I don't have HD locals. I notice the signals from some of my local channels (except for the big four) are not as sharp as other digitial channels. Does Dish get the signals of their local channels from through the air feeds and then convert into digital signal for satellite?

Also, among digital channels, not every channel are equally good. Is that possible?
 
it depends on the market there's a mix between OTA backhauled by Dish and fiber feeds direct from the local broadcaster. It seems Dish is moving more to the backhaul model. They can control the signal easier.

It's possible not every digital signal is the same. it depends on how many subchannels are on that digital channel, the terrain around and how well Dish can get the signal in. There's a few variables involved.
