If a CE build fails on my box can I just force download a national release later to fix?

Yes, just do another forced download outside a CE window and you'll get the national release again.

Cool, what do I have to loose by participating then? I mean, what better way to get involved in DirecTV. I own 100 shares of DTV so this will allow me to do my part in helping bring valuable new features for prospective customers.

CE builds are built off the previous build, so with that, does that mean if I miss the download one week can I get the update the following week?

remember you have friday and saturday from 11pm to 2am eastern. if you miss a week it's no biggy. each download has nothing to do with the previous one except for improvements. you're always downloading a complete fresh update.
