Yes it is 921's that they had left over when they upgraded HD receivers, so instead of throwing them away they re did them a bit and put a different Model number on them.

I see your point, a lot of them probably are remans. That is just what I read, however it could have been bad info.

Dish Remans

I have found that Dish remans are usually better than new. I have had to replace so far 3 501's, a 921 and an 811 nad the remans have been better than the orignal units.!!!

In most cases you're right. The only exception to that rule IMO, are the 522/625. For whatever reason, the factory reman "techs" don't seem to thoroughly check things out (harddrive, tuner outputs, etc) before sending them back out in the field.
