As always, what equipment do you have (what satellites can you "see?")? Your RSN would also change.

NY is on 61.5, the others are on 129

Then Chicago would be your only option. It is the only one that has it's locals in both SD and HD on Conus, AND can be seen on your setup via the 129. So obviously, Chicago is what you would want.
