When I see that happen, with my make shift dish mount and setup, Its usually because im mispointed. I swing it further towards 61.5 and it then displays correctly and the signal is green. To me, it sounds like you are mispointed.
 
Re: original post -- when I upgraded from a 722 to a Hopper with Sling (and thus shifted to Eastern Arc sats), I was blown away by how much improved the picture was. I never gave it much thought before, but it makes sense that using technology that is 8 to 10 years old would result in a lower quality image. Have them come out now and replace the equipment. You can message the DIRT Team here on SatGuys and they can help set it up.
 
Sorry, without reading the entire thread again, did you do a check switch test yet? That'll tell you what you're pointed at. If you can't get a lock on the 61.5 sat you could be pointed at the 72 and the 77. Though if that were the case you'd be missing channels. I'm wondering if you could adjust some picture settings in your TV menu. Do you only see pixelation on dark screens?

That picture has nothing to do with your signal strength. That's just poor picture quality. I would call that a muddy picture. I remember seeing it occasionally in the past but it was random. I'm not sure if it's a receiver problem, TV problem or cable problem. I assure you it's not because the Hopper is a bad receiver. The majority think the Hopper has the best picture of all Dish receivers. I know that I have no issues with picture quality on mine but I will admit that some channels look much better than other even though they are considered HD.
