SHVERA Renewal?

Some provisions of SHVERA will expire next year. I have been unable to find any news on what might be going on to renew or replace this legislation. Does anyone else have information?

I came up dry on a search, but ran across this gem:

Federal Register: Section 109 Report to Congress

This study and RFC from the copyright office to congress seems to recommend that SHVERA be replaced with open negotiation with stations for nationwide coverage of local signals. It's dated about a year ago.

Thanks that same link containsa section on applicability to digital signals that makes it pretty clear that retransmission of digital superstaitons is allowed.
