I would just totally disable it but if you use a local log in account from what I read it will use the Wi-Fi sense is has to be a Microsoft Account log in which is how its getting to social media so forth. It basically like how Apps work on your device with permission to your camera contacts so forth..

You can do a upgrade this way as well just choose Upgrade and you go install 10 now if you do not want to wait to get the notification.
