Be careful what you wish for

That's all it is right now, a wish. Unless something changes, I predict OTA as we know it will be mostly dead by 2030.

OTA is supposed to be a public trust, something accessible to everyone. If they keep throwing up roadblocks, auctioning off spectrum, allowing broadcasters to sell IP over their RF channels, then what will be left?

I see nothing special. It's really just a club of people foaming at the mouth to turn a profit on new technology. I doubt they'll get their mandate. When the last mandate went out, the government wasn't so loaded up on debt and was able to provide coupons for buying boxes. They'll likely claim that there are so many "free" options out there with streaming that it's not worth the cost to fund a small percentage in rural areas that rely solely on radio waves to for entertainment.

I was thinking that it came out in 2009, but the funding was set aside in February of 2006. At that time, the debt was around 8.9 trillion. Well, with the cuts going on right now and that debt being $30 trillion more than then, I don't think there's any hope you'll see a coupon or gift card to discount boxes. By mandate, I meant a request that with a transition to 3.0 that we'll get subsidized boxes. They may still force 3.0 through, but I doubt you'll get a discount this time around.
