You will need a bigger dish but as long as there is signal it will work. I have seen someone from Venezuela posting on another board who uses Dish. I wouldn't count on getting any signal much further south than that.
I have seen posts (on other boards) of people recieving Dish signals in Mexico and such, but they are using C-band sized dishes to do it. The signal drops off rapidly as you go outside the boarders.
